In a context of change of Public Administration the performance assessment of employees assume a prominent place, since both combine the perspective of the evaluator, the evaluated and the services. With the integrated performance assessment in public administration (SIADAP) the merit and excellence among its employees have been recognized by requiring, above all, the credibility of its operation. So that matter, that with a balanced deployment are safeguarded both the rights and duties of workers by promoting, thus a constructive attitude of the individual accountability for their performance, as part of a whole organization that wants efficient and productive in the pursuit of public interest. From literature and documents the aim of this work contributes to a better understanding of the applicability of SIADAP and its operation. This is a new procedure of assessment to be fairer, more motivating and attractive in that the best performance is awarded. Simultaneously be a wrapped injustice system as it establishes at the outset, quotas for Material Performance and Excellent Performance.
