Title: THE INFLUENCE OF PUBLIC-PRIVATE MANAGEMENT IN THE WATER SECTOR IN PORTUGAL

Abstract:
The Water sector in Portugal has experienced moments of adjustment to the political agenda, in which private management entities coexist together the traditional (public) management entities. This circumstance per se would justify a study about the influence of public or private management in the universality of access, in guaranteeing the quality of the service and in the accessibility of the price of good, but the first Annual Report of the Water and Waste Services (RASARP) publication in 2013 boosting it. With the information disclosed therein regarding the 384 entities operating in the sector, we build a database for enabling an empirical model adjusted to the specificity of the variables under analysis. Based on their estimation, the study shows that non-business management entities (EG) allow a better guarantee of the accessibility / universality of the water service, even though they are less effective compared to the expenses incurred in obtaining each unit produced. The validation (or no) of these conclusions requires the construction of a panel database, a task made possible by the subsequent RASARP reports.
